Would you believe a similarly powerful leader of a foreign country if he told you a third similarly powerful figure had declared war, knowing that it would invoke the wrath of overwhelming forces? I wouldn't without making sure it was witnessed by me or my most trusted subjects. (Or maybe a lot of people with video proof, but Mass Media had yet to be acquired by anyone.)
