Huh, I think I understand it a little bit better now... But I'm still confused on what it specifically did to bring reform to the Empire. Like, is it responsible for the Empire's racism against aliens or something?

It's responsible for the Galactic Empire's vast and terrifying militaryβor rather the support thereof. In one version, the full Tarkin Doctrine glorifies the Emperor and calls upon the citizenry to cherish the Imperial navy's stewardship. In another version, the Doctrine outlines the creation of Imperial Oversectors, the need for super-governors (for which reason he would be made the first Grand Moff), and the necessity of a weapon even more frightful than the Star Destroyer.

I find it fascinating that a character who only appeared in one of the films has gone on to play such a pivotal role in countless EU comics and novelizations--even appearing in the recent Clone Wars television series. I chalk that up to the acting prowess of the late, great Peter Cushing; his Grand Moff was the personification of cold, heartless military efficiency, and the only officer in the Imperial Navy who didn't crap himself when Vader entered the room. Truly the Heinrich Himmler of the Star Wars universe. >=]

Yeah, Peter Cushing was a stellar actor. Β I'm a big Hammer Horror fan ;D Β (Although, how isn't, right??) Β I read once that after A New Hope, he wished his character hadn't been killed off. Β It would have been interesting to see him in Empire Strikes Back since it already has a really dark tone about it. Β There's rumour that he'll be digitally created again for the new spin off star wars rogue spinoff film.

Heh...good ol' movie magic. If Tarkin was still around for Episode V, I doubt any of the main cast would have survived; he would have had Luke and Han's heads nailed to his office door for destroying his brainchild in A New Hope.
James Luceno, author of Darth Plagueis, recently came out with another book called Star Wars: Tarkin detailing the latter's rise to prominence under the Old Republic. I haven't read it myself (yet), but general consensus among reviews on Amazon.com is positive.

That guy in Star Wars IV who stops the other guys from blasting C3PO and R2D2 when they are in the escape pod because "there are no lifeforms" is actually the man who caused the Empire's downfall. He killed the empire with his love of being cost-effective and saving money on laser beams.
