It's not too late for Year of the Dog art, is it...?  

Something I've been working on for a long time, on and off. This was influenced by a photograph
I saw a long time ago (i.imgur.com/leewZ.jpg )(if you know who took this, please tell me).

 Please give me some feedback 
I would really appreciate some feedback or advice on this piece. How could I have made this better?

this is the happiest doggo I've ever seen??
also this is a gorgeous piece, I love the bright colors and the animated expression the dog has! 
The only thing I'd improve in this piece is maybe add more detail to the dog's fur.

This is an truly heartwarming piece! I applaud your imagination for creating something inspired from a photograph like that and showing your own view of how the dog should be feelling. Dogs are so easily entertained by movement and other animals, and there were a lot of ways you could interpret this. Instead you've chosen to build a relation between the dog and the fishes, were the fishes are curious and probably looking for food and the dog is just happy that he made a bunch of new friends out of nowhere.    

You've asked for feedback to improve, but in which way do you want to improve? Do you want to be more realistic? Or keep a more cute-cartoon style like this one? Realism might not be able to convey the emotions that you've achieved in here. You have a very interesting centered perspective, with the closer fishes being blurred and the dog on focus. All the colors are soft and complement each other very well. 

Anyway, were are a few things in which that the picture could be improved, although it's mostly nitpicking: 
1- Rotate the picture so that it's balanced/centered. Currently the border of the pond is tilted, you can see the lvl of water bigger on the right side, as if you tilted the camera when taking a photograph.This could feel on purpose if you were trying to show us something else in the composition, for example, if there was like a wave rolling at the end, or a fish jumping on the lower lvl of the water, but as it is, I see no reason for this happening, and it would benefit you more if it was balanced on both sides.
2- Changing the background. Like adding trees or even clouds for exemple. Or go further beyond, birds, insects, etc. there is a lot of possibilities.
3- Adding more detail to the dog's fur and shadows, and even water reflections on his face. Like some people commented here, the dog's face seems a little bit flat. I see you've added some shadows, but they are much lower that they should be. It's chin is way down below from the mouth, so it's snout doesn't appear pointy as it should be. Using one of the exemples already given: 
 
Look how the light it's from the above and a soft shadow starts right under the nose and deepens right under the chin and in the dimples. That will give a better sense of perspective to the dogs face.
4- Seeing a bit underwater could be interesting too. Your water reflections are really subtle also, could work on that.
5- More detail on the fish like scales for exemple. If you want to be a bit more realistic, add some with their mouths open, asking for food, or in this case, talking to the dog. (koi fish with their mouths open and extended coming out of the water are such a trademark image). Be careful with some of the fishes closer to the dog, some of them are bigger than the ones behind them. I know it's definitely possible, but the difference in the size of the eyes makes the perspective a little bit weird.

To be quite honest I think the picture can stand on its own as it is. It's sure to the a smile on anyone's face. It fulfills its purpose. Feel free to use some of this suggestions if you wanna redo it in a couple of years, to check how you've improved. 
I hope my criticism was clear and helped you out in any way. If you have any doubts about what I said, I'll be happy to try and explain my point of view better.

I am Gamingmetalhead999 and i am here to give you feedback on this so far beautiful art piece of yours!
For starters, for i know, i see a seemingly happy looking dog! but the fish seem afraid! XD or maybe they are greeting the dog idk. Needless to say id say that overall this drawing is absolutely amazing and seems you have put alot of concentration and thought into it! So pat yourself on the back for that. I really like the variety of colors you used for this piece and the details you put on the fish. I also really like how you used slightly different and unique patterns for each fish in the tub. Im assuming that all the fish are the same species! Needless to say I am now ready for some constructive criticism time! I think what would've been better is if you made some fish on the top part of the art to peek out the water a little bit, but referring to the fish that are not on the ledge of the tub. Also I think that it would've been better if the dog had maybe their tongue out to show more expression of emotion to make the piece of art more interesting. I mean at the end of the day, its your art, but im only sharing my feedback and thoughts on the art. Thats all.

Now this is a delight to see. Could go on forever about the crispness of the lineart, especially in the school of koi, and the trick of perspective that makes the pup tower like a mountainside on the horizon. So happy! The dark brown/mauve streaks on the brow clash somewhat with the rest of the fur, not quite giving the impression of shadow, and the lighting on the nose - wet, and so would be expected to be glossiest - makes it a bit unclear from where the lights are coming. Lighting is however a weak area for me, so take it with a pinch of salt; but a quick search should turn up a few tutorials on lighting fur with colour.

On a side note, which breed is the dog intended to be? The context says shiba inu, but the face very much gives the impression of a corgi. But regardless of which, a beautiful dog indeed.

Nicely done.

The one thing I see that I could provide constructive feedback on, is the relative 'flatness' of the face. If you were to add more shadow below the nose (how far depends on lighting choices ofc), then the snout would seem longer and more natural.

The soft bloomy shading I absolutely love! The only gripe I have is about the doggo face - seems kinda unnatural? tbh I know nothing about dogs though so not something I can really comment on. Sorry :/
