She has a story reason to come back in that she would blame Ruby for Roman dying. Honestly, if they were just looking to pander to fans, Neo would have been back in season 4 and Bumblebee would already be cannon. But I would say that they do listen to what fans want far more than the typical franchise, I don't think they can really afford not to.Β

I have been trying to humor you here and you changed the goal posts from "Neo isn't coming back" to "Rwby is poorly written" which is such a general statement, it's not even worth talking about.
