I use PaintTool SAI (rarely Photoshop) for drawing and After Effects for animation.

First define camera motion which you want to create (for example, motion in a straight line or rotation, as here). Try not to be mistaken with the speed and direction of layers motion. If the camera moves in a straight line - nearest objects move faster than distant ones, if background is far (mountains, city skyline) - the motion is minimal or none.

wow thank you so much for the awesome tips! But one thing I still don't understand is how you get the floors to stretch like that. Do you just motion tween stuff with free transform?

Oh yes, this is my little trick - ground layer is distorted, evenly stretched at the corners. It's important that the objects whose verticality must be preserved were on separate layers (as lifeguard towers and people here).

Also, you chose muted browns and greys for a beach scene, which I've not seen done before, and you made it work.

I'm very glad to hear about comic, Rob!
With colors helped Charles O'Rear's photo  that I used as a reference. Check out his photos taken in the 70's - they have similar colors.

I absolutely love the stylization of this piece. The thick lines, blocked in tones, and neutral color scheme really add to the feeling the piece gives off. Feels almost vintage and summery, it makes me feel nostalgic. I also really like the dimension of the piece, its 2d but it really feels like a 3d space. Altogether you did a great job. :3
