Isn't... isn't this just like Dr. Manhattan? Just with hair and different mark on his body?

If I remember correctly Dr. Manhattan was based on Cpt Atom, or so I've heard. So not the other way around.

No, it's the other way around. Atom was the inspiration for Moore/Gibbon's Manhattan.

Nope, original property of Charleton Comics, co-created by famous Spider-Man artist, Steve Ditko, circa 1960.

No, they were bought out by DC, in the early 80's I think.

He's apparently been re-established via a second volume with DC, with this absurdly awesome Stanley Law guy at the helm of his visual presense in the sequential art realm...and his work is obviously damn good ^_^b

He transitioned to DC Comics, and integrated the Justice League. You can read up on his early adventures in the "Captain Atom" magazine, or "Justice League International", where he worked with Guy Gardner (Green Lantern), Booster Gold, Blue Beetle (Ted Kord), Fire, Ice, Batman and Rocket Red(?).

Captain Atom originally inspired Doctor Manhattan, and now it looks like Doctor Manhattan is turning around and inspiring Captain Atom instead.

Dr. Manhattan was based on him.
What happened was that DC had brought a bunch of characters from Charlton Comics(Cap.Atom,Blue Beetle, etc.) and those were supposed to be the stars of "Watchmen" comics originally, but the DC editor at the time decided that it was better to reintroduce those newly adquired characters into the regular DC Universe(in the "Crisis of Infinite Earths" crossover) and that Alan Moore story should have new characters instead, hence Dr. Manhattan and the others were created, but they still were very similar to the original Charlton Comics characters.
