Two lessons to learn from this: foals like to learn by imitating their elders, and sugar and salt look a lot alike.See also:

They've never shown on the show (or even in the books/comics/other official media) how big the age difference between the two of them is, so I (along with other fan artists) am free to choose any age difference I want as long as Luna is plausibly younger than Celestia. I tend to go with what works best for each individual scene rather than choosing one age difference and sticking with it.

I don't know, I find that Fillies are far less cute when they are so young that they have those mono-color eyes going for them.

I believe seeing as the second lesson involves salt looking like sugar and the fact that the shaker does in fact look like a salt shaker then it would be reasonable to conclude based on this hypothesis that it is in fact a salt shaker. Not a sugar shaker.

As someone who inadvertently gave a very thirsty friend a glass of blue Kool-Aid from a pitcher made with a cup of salt rather than a cup of sugar I can attest to the results of that sort of switch. It involved a lot of twitching on the ground and received rave reviews such as 'why?! it tastes like a blueberry ocean!'
