ah, basically...a romantic reconstruction of the victorian era (industrial revolution) with the style and elegance of that period mixed with the dirtier metal and gears of the machinery. often much more advanced inventions but made with steam powered mechanics.
So the steam and machinery being the "Steam" and the grimier more DIY mentality and look being the "punk"

it comes from the author David K. Foot in his book Boom, Bust, and Echo. basically the children of boomers, my parents are in their 50s though.
