Well, I finally decided this was done, the only thing I didnt really do anything to were the bubbles, I couldnt figure out a way to shade them that looked good, and thanks to the lineart they already have alot of form, so I decided to leave them as is.Overall I am happy how this turned out, the hair didn't end up being as problematic as I first thought, though it was the last thing I did.

Well, the easiest way, and what I did in this case, is use a photo filter layer in photoshop and set the colour you want, thats basically all I did, since im not especially good at selecting colours.
Even if you arent using photoshop, all the decent art programs out there support some way to create an overlay, whether you have to create a layer on top of everything, fill it with a solid colour and mess around with opacity and modes.
In summary, I took the easy way out

It would be in the layers menu, I forget the exact option, but it would be something like add a modification layer or something to that effect, you could prolly access the same kind of thing on the layers panel
