I was being asked so much how I color my art.Since I'm not Painter professional user ;moreover, I often change and find new tehcnic so I'm not sure how to make a tutorial.
Anyway I have 2-3 tools and 2-3 technics I usually use while painting in Painter 9.
This is the one how I draw and color.
It's not the best way and it's fit for someone who already know some tools in Painter (I'm lazy to point out where is anything)
If my English doesn't make sense, you may ask your question here. I'll try my best to answer.

It cause the speed of monitor displaying of any program even they're not game or 3D program, though you didnt see it obviously .
If you used water color in Painter, you'll know that there are animations in the program.

Out of curiosity, why on earth do you mention the video card? This tutorial's for digital painting, not gaming (or anything)...

so you make the first steps with drawing with a pencil? not at the computer? and then? do you scann it to your pc?

I often digital sketch on the computer.
Painter provides many look-liked real media tools and so the 2B Pencil.

and what's with photoshop? can you use that for it as well?

Purchasing only at a computer shop or an online shop.
It's not a freeware to download.

Ooo, nice tutorial you have here ^_^ too bad I only have Painter 7 ;_; ah well...
Just one question, what are your "Expression" settings? i.e. does your pen pressure control opacity, size, etc...?

Opacity - Pressure
Bleeding - Pressure
Size - I turn pressure on only for Pencil and Scartchboard tool.
Other the rest are none.

Fantastic tutorial, will use some of those tips, the image is wonderful too, the soft background textures give such a nice storybook feel to the image, will have to try that digital watercolor trick!
