Another villain slated to appear in the upcoming comic event, Citizen prime is a well-spoken, politically savvy, racial supremacist who goes out of his way to sound reasonable and compassionate. This tends to set people back on their heels as he has never committed any overt violence against minorities. He speaks mostly about the injustice of poverty and battling corruption. What he hides from the general public is his idea of helping the poor is to obliterate, imprison or enslave non-whites. His idea of the corrupt are multi-culturalists who believe that there is strength in a plurality of belief systems coexisting. Citizen prime believes these are the people who have weakened America and people of mixed race are abominations that should be killed (out of mercy of course). Citizen prime is the prime mover behind a multitude of hate crimes, but he always keeps his involvement indirect, so things can never be traced directly back to him. As far as anyone can prove, he's a compassionate champion of social justice.

Citizen Prime takes great pride in his ability to have racial "mongrels" actually do his work for him, since it proves his superiority. Living in a world of super-humans has forced him to adapt his methods to account for them. To compensate for the powers and abilities his opponents sometimes bring to bear, Citizen Prime has had his own physique enhanced. He is the recipient of a mutagenic retro-virus that has increased his physical prowess, durability and healing to low-superhuman levels. He also undergoes regular treatments that enhance the potency of certain pheromones so he can more readily sway people with his rhetoric. He served in the US military as a Ranger and is a formidable hand-to-hand combatant. He carries a .45 ACP sidearm and he carries a bullwhip tipped with a titanium weight, because he enjoys the damage the whip can inflict on human flesh.
