Yep, he did seem to put more effort into recreational activities than taking part in public affairs from what I heard. As for my opinion, I kinda see Tsar Alexander II as the last emperor who cared about modernizing the empires public institutions and protecting liberal though before the First World War took it's toll on the country's political stability. Makes me think of the United States today that reactionary politics and protecting the status quo are more important than liberal reforms and modernizing the public infrastructure for the benefit of our planet's well being at present.
