If I purchase the .rar file and extract it, will I get an extracted file with the psd and png files?

Hi, yes you will! Or you will extract another .rar file and you will need to unzip that. I am unsure how DA's downloading button works. But yes, all files should be there!

And as another question adding onto this, am I able to make outfit adoptables using the base, or is it not allowed? I did read through the rules on the link, but since it said to ask before making major changes, I would expect that adding an outfit would be a major change.

Try opening the .png file instead? I didn't have trouble with this base before. If your SAI is a fan-made version then it could have problems with .psd files.

Since it's a rar file and I don't have a rar file opener I had to download one but that's ok : )
