humm, I see. well the thing about cap is that he is gay, but he gives off a misleading vibe of old fashion, very straight manliness, and poeple would be shocked to find out the truth about him. because of his physical appearance and the ways he talks and moves, most poeple don't imagine and don't care about the parts of him that could not fit the cliche. since the only poeple he's more or less close to are also his colleagues and he's the one in charge, it makes it extra difficult to have real deep conversations with poeple and show them who he really is. And even if he has conflicted feelings about Tony than later turn into real, serious secret love, Tony doesn't suspect it, and by mocking his traditional values, he 's making it almost impossible for steve to say anything.

It's Peter Parker. In the "superfamily" part of the fandom, Steve and Tony are cosidered his adoptive parents.
So why is it complicated? Even if Steve is in love with Tony, he suffers from the very conservative image he projects without meaning to. Tony teases him about it but doesn't at all suspect that Steve could not actually be the cold, straight and traditional guy he looks like. Tony has had many adventures, all of them with women, and if it was just that, Steve thought he could still try something, but he seems to be settling down with Pepper. He's planning a future with her so it's obviously serious this time. Steve has to face the fact that his dream simply won't come true. Sometimes he's desperate and would like to tell Tony how he feels, even if it's just to let it out of his chest, but it's not like they're random poeple, they work together, and they have important responsabilities. Steve can't exactly take the risk of ruining their already fragile and tense friendship. Cause that's all he has, and it holds his world together.
