I totally love making these ^-^ I'm currently trying to make over a thousand of them for an anime con I plan to go to in the summer, and there's a shop in the center of town I can get the papers from for super cheap! I get packs of 200 strips for $1.50! If you look around in the right places, you can find the pre-cut strips for really cheap.

If you want to cut your own, I'd recommend using thin paper. Printer-grade paper, like what you can find at Kinko's, is too thick, and makes the paper way too hard to puff out. (I've wasted quite a few strips of that paper because the thickness made my stars collapse. :C )
Look around in the town or city where you live; many art stores sell large decorative paper by the sheet. Just make sure the paper you get is about 11 inches long (that's about 27 centimeters). Paper-based and plastic-based (glossy) papers are best, especially if you want to make a lot of stars. Foil and laser (holographic) prints are interesting and cool for finished stars, but they can be tricky to work with. Foil tends to crease too readily and rips easily if you try to knot it too hard, while laser prints, due to their heavy weight and high gloss, have the exact opposite problem. Try to avoid textured paper when you can; it's usually fairly thick, and can be hard to work with.

For cutting strips, I recommend using a small art knife, like an Exacto blade, and a long straightedge. The straightedge I use is 18 inches, just-thin-enough-to-be-flexible steel, with cork backing. Be sure to place a flat, smooth, level surface under your work area. I use a cutting mat my mom got for sewing, and it works perfectly. You don't have to measure the width of each strip before you cut, but sometimes it helps. Eyeballing the width is okay too; just make sure you make the cut as straight as possible, keeping the straightedge parallel with the long edge of the paper. When I use a piece of A4-size paper (regular printer paper size), I can get about 20 strips out of one sheet. (I don't use printer paper much, though, since it's pretty thick.)
