In the Marvel Zombie comics, the zombies posses all their memories and personalities, but they are now undead and driven by a hunger to consume living flesh. The hunger is so powerful that it overrides self-control. So, Banner can still turn into the Hulk, especially when the hunger is at its fiercest.
