"Gentlemen, I give you the biggest two-point-six kilogram mistake ever made by the former Galactic Empire." - 501st Legion Training Sgt. "Gundark" regarding the E-11.

The E-11 Blaster Rifle was the weapon that became commonly associated with Imperial Stormtroopers under the Galactic Empire. The E-11 was the blaster of choice by the Empire, producing such a high demand for them that BlasTech Industries had to outsource to their competitors, Merr-Son Munitions and SoroSuub Corporation to pick up the slack in manufacturing the weapons. The Empire approved the joint effort. This in turn made the E-11 the most readily available blaster rifle in the galaxy and one of the easiest to acquire. However the blaster was not popular with soldiers and when the New Republic eclipsed the Empire, E-11 production abruptly halted, although there was a considerable surplus, even by 28 ABY when the Shadow Wars broke out. A running joke is that "the cruelest prank you can pull on a shopkeeper is to anonymously offload an entire crate of E-11s on them." Many stores across the galaxy have stopped accepting E-11s as acceptable collateral or taking them for resale. BlasTech, Merr-Sonn, and SoroSuub have, in more recent years started a campaign to try and buy back the E-11s for parts and scrap from private owners, offering credits to people who own E-11s to sell them back, typically for fifty percent of their value.

This compact blaster rifle could be easily reconfigured per user preference as a one to two handed weapon, depending on the configuration of the weapon's grip and stock, but most of these blasters were used with the stock folded up beneath the barrel for more comfortable grip. However this was arguably the blaster's only positive as it was otherwise a very untrustworthy weapon. Prone to overheating and terrible accuracy, the E-11 was heavily derided by Stormtroopers and their enemies alike, to the point that one Stormtrooper Commander wrote a detailed report begging Imperial Command to retire the blaster and commission a more trustworthy blaster, even recommending the return to surplus DC-15 rifles from the Clone Wars until new weapons could be developed. The Commander's report was ultimately ignored and was even stonewalled by his superiors to prevent it ever getting any higher up the chain of command.

"You couldn't hit the side of a Sandcrawler at point-blank range with this thing!" is but one among many similar frustrations with the E-11's lack of accuracy. Anyone who could actually hit something with an E-11 was typically recognized right off by most Stormtroopers, especially if they could pull it off more than once. By 28 ABY, the blaster had been summarily retired from use by most militaries. Even the 501st Legion, following their mass defection to the New Republic following the Battle of Jakku, discarded their E-11s and made do with whatever blaster rifles they could get their hands on, mostly relying on old surplus DC-15 rifles and DH-17 Blaster Pistols to fill the void. The New Republic has forced its recruits and cadets to train using the E-11 in their late stages of training to better appreciate the weapons they're assigned on duty.

However the E-11 has found a niche purpose as a torture instrument. A common practice with the E-11, especially by Bounty Hunters, is what's known as the "Stormtrooper Roulette Interrogation Technique" or simply "Stormtrooper Roulette." In this scenario, a bounty hunter will take a potential informant, dangle them from a high point by a cable, display the E-11, explain its horrid accuracy, and then use the blaster to fire shots at the cable in the hopes that the fearful informant will surrender their information before the cable takes a hit and drops them to their doom. This technique has proven quite popular among some of the more ruthless bounty hunters although many Bounty Hunter Guilds actively discourage this practice, at least on paper. Most turn a blind eye to it so long as bounties are acquired.
