"Where are the Imps getting these guns? BlasTech? Merr-Sonn? Any of them fessed up to making them?" "I can tell you real easily. See the M.R. right here? That's who designed it." "Moff Rebus?! That slippery paranoid bastard?! I'm not sure whether I should be frustrated by his tenacity or impressed!" - Airen Cracken and Kyle Katarn following the Reborn Incident in 12 ABY
Developed as an upgrade to the Galactic Empire's older TL-25 Repeater Rifle, the TL-50 was developed some time prior to the Battle of Yavin for the Empire's Special Forces. It was developed by Imperial Weapons Designer Moff Rebus who was most infamously known for having developed the weapons used by the Dark Troopers. The TL-50 was manufactured by the secretive Imperial Banthaworks, which was a top secret weapon's design and manufacturing group located out of the Maw Installation and would mass produce weapons that they didn't want the Rebels to know about. Moff Rebus is considered to have been the one responsible for organizing the group but his distrust of others and his paranoia led him to operate remotely from a hidden base in the sewers of Anoat. Rebus was captured by Kyle Katarn a few months after the Battle of Yavin during the Dark Trooper Incident but Rebus escaped from Rebel custody shortly after the Battle of Endor. Rebus then seemed to drop off the map, going into hiding.
The TL-50 was, up until the Battle of Endor, restricted to the Empire's Special Forces such as the Storm Commandos and Inferno Commandos, but by 11 ABY, Imperial Remnant forces and various Mercenaries would be spotted wielding these rifles. They were most heavily encountered by Jedi Knight Kyle Katarn during the Reborn Incident and a couple years later by Jaden Korr during his Jedi Training throughout the Disciples of Ragnos Incident. New Republic Intelligence Forces would later discover that, as the Empire collapsed, Rebus and the Banthaworks, smuggled the TL-50s, among other weapons, out to Imperial Remnant forces across the galaxy. Many of which would be picked up by mercenaries and sold on the Black Markets.
A note on Rebus's Intelligence Dossier by Airen Cracken reads "Don't assume he's dead. Every time we start to list him as dead, another new Imperial weapon starts popping up with his signature. Either he's still alive or the Imps are pulling a fast one on us." After the Imperial Remnant was finally defeated, New Republic Intelligence finally assumed Rebus had died or was again in hiding but would later be proven wrong when the Shadow Wars began in 28 ABY, with almost all of the Sith Empire's weaponry bearing Moff Rebus's signature "M.R." branding. The New Republic has learned that Rebus is still very much alive and operating his own arms manufacturing firm, Rebus Arms, which was founded with the remnants of the Imperial Banthaworks. The TL-50 is just one of these weapons that has seen continued production by Rebus Arms and is used as one of the front-line weapons by Elite Sith Heavy Troopers.
The TL-50 is a slugthrower, capable of rapidly firing a spray of plasma charged metallic bolts at its targets. In addition, the TL-50 is capable of firing a concussive blast from the larger barrel. The blast is generated by rapidly fusing together ten of the metallic bolts into a single large round and then charging it with plasma before firing and inflicting serious damage upon impact. A lighter variant, the TL-50L, offers the same rapid firing weapon only lacking the concussive blast weapon. The TL-50L is used primarily by the Sith's frontline infantry but the TL-50L can easily be reconfigured into the more mainline TL-50.

There’s an obscure weapon called a Paddle Beamer, is there a model of that somewhere?

There is not. I even had to look it up. I've not seen anything resembling it.

I suspected there might not be one in Gmod or SFM, still, at least someone else is bound to draw/model one
