1. You can spawn balloon props that don't have floating physics or anything like that. Just search for "balloon" with the search tab.
2. If you use the material tool and select "debugwhite" (you'll have to browse through some of the materials), you can remove the shine of the rubbery balloons.

You need the prop resizer. It's a separate tool available in the workshop
