Download for better view.And I have something to say about the 7th step: choose the color you want to erase with LEFT click, then you erase it (or recolor it in white) with RIGHT click.
This is a tutorial for all the people out there asking how I make my bases.
It's very simple, guys, really.
You just have to get used to it!
PS: the rubber tool is simply the ERASER. Okay?

it happens to me too!
I tried just using a darker color of the fur for the outline of it, and when I saved it just colored everything the same color
and since there's no way to fix it you would just have to restart the entire base
unless you wanted it to be a manamalist base (a base with no online, and the pony's eyes are usually closed)
but it gets really annoying

My brother's version of paint doesn't have any tools, just the pixel tool and some colors. How does he get the tools, so he can stop using my computer to draw? XD

the bases are just traced images from the show
you might as well take the original image and trace it yourself :U

Some people aren't that skilled at drawing.
Bases are easier to use because:
A) The original images, unless they are vectors, normally have random spots in the image that don't fill in properly. Vectors do that in MS Paint too, but vectors are normally easier if you have permission to trace the vector.
B) Some people aren't very good at drawing, therefore it would be hard or frustrating for them to trace the image.
I've made a few bases myself, I know how hard it is to make them MS Paint-friendly.
So that's why people make bases.

It doesn't matter what skill you are.
Plus, using bases holds back your chance of improving your own skill.
You don't instantly develop perfect art, it takes time and patience.
using bases is more harmful then helpful, ESPECIALLY if you're using STOLEN BASES.
Useing traced basses is tracing and is art theft.
and by condoning useing these bases, you're condoning art theft.

So you said we might as well trace ourselves, and then you say using traced bases (which I believe you mean tracing from the show) is tracing and art theft? I must be misunderstanding something.
And bases actually help in some ways; bases helped me learn to draw, in a way. Sure they can hold you back a bit, but if you just use them for reference while drawing your own art it does help improve your own art.

True. My experience with MS Paint, though, has led me to believe that's rather difficult unless you took the screen from a 1080p video (even though that would still be bad quality in Paint)..

then how would you make it so people can use it? That is one reason of bases. If you upload a base for other people to use for their own characters, then it should be a drawing people can edit, like ms paint bases. And some people don't have scanners.
