What's a smooth setting?

If you go into SAI, on the top bar with the zoom and inverse toggle there's an option called "Smoothing" and a drop-down box.

I can't find it, I'm sorry ):
If it helps I'm using a computer mouse and my 'curve' tool is set to 'min size: 0' 'density: 100' and my pen tool is set to 'normal, simple circle' 'density: 100'.

Paint tool SAI, it's got a great curve tool which does nice smooth lines that you can ajust the pressure on just like with a tablet ^^

How much did it cost to download/buy?
Sorry about all of the questions. I'm a budding drawer, and I want to see which program is most recommended and reliable for the best price. I only have a sketchbook and some graphite, charcoal, and colored pencils right now.
