Pardon the briefness of these character descriptions. I have not quite worked out complete bios for these characters yet, so what I'm sharing is just the basic gist of each one.

Raincloud is a Native-American belonging to the Osage Nation in Oklahoma, shaped and influenced by the current state of affairs in the United States and of past injustices such as the "Reign of Terror." This has given her a strong sense of justice and a desire for reparations, if not outright retribution, for all the harm done to both the native peoples of the Americas and to the environment in general. Originally something of a vigilante, she was brought into the Sovereignty as another "blunt instrument" against enemies that can only be reasoned against with force. In addition, her activity and experience as a social activist, as well as her passion and knowledge for implementing social change on a global scale, is useful to the Sovereignty's activities.
