I can't do that!
I've tried soooo many times to draw hair like that... the outcome: Epic Fail -.-
The only thing I can shade is clothes and even then, I suck xD

oh i should have also mentioned, you need to also find your drawing style
It's different for everyone
so having a look at all the different styles and taking the ones that you like
try a few of them and the one that comes naturally is the style for you.
it may be an abstract style or it may be a very simple style next to no details
but one that suits you
