EDIT: This is... well... um... old, to put it simply. If I could change one thing about this, it would be shading colors. Black and white gives the picture a boring effect. Purples, blues, lime greens, etc. are all nice colors to work with instead. Try using complements or other special combos for highlights and shading, like yellow highlights and blue shading. Don't always use plain old yellow or blue, mix it up a bit! Dark indigo, blue-gray, pale yellow... blah blah blah, you get the picture. ^^

Extra tips and tricks:
Give stripes a whole layer to themselves. When you finished drawing the stripes use method two with at least 2 colors to make the stripe bland more. Use colors darker and lighter colors than your base stripe color.
For things like a lighter colored belly. just use method 1 or 2 on the base color layer. You don't need a whole new layer,but you can if you want to.

Typos:
Step 1: rif= rid
Step4: douvle= double
Step 9: Should say 'as we did in step 4'
