I drew this up right quick to illustrate a few perspective tips. A lot of people know how to use a horizon line to plot vanishing points, but a lot of times people don't really know how tall to make an item, or where to actually place the horizon. This can help make basic perspective a bit more practical.Remember, wherever the horizon cuts, that's where everything will be cut, so it's much easier to gauge how tall something ought to be when you compare it to your character in the image.
And this stuff applies to any style, both cartoony and realistic!

This is really great!
But what about 2 or three point perspective? Or perspective at a higher or lower angle?

2 and 3 point perspective refer to the number of vanishing points you place on the horizon, so the same rule about where the horizon line cuts still stands. When doing a higher or lower angle, you'll have to draw the person in a perspective as well, but the same heads-distance from the horizon rule applies. But, unlike the same-sized head-heights like the ones in green on Jo-jo, they'd have to be head-heights in perspective.
So... they're the same sort of rules, just a bit more complicated. X3;;

Very nice. I think that this will be a very handy guide to a lot of artists, including me. Perspective seems to be hard for a lot of people.

Yup, perspective's definitely a tricky one. It's not something that comes as naturally to people like drawing characters or animals or stuff, so it's something you just have to force yourself to learn. :<
