it should be there. What version are you using of SAI?
All SAI have it tho.

I've tried this multiple times and it still selects the whole picture

Either:
1) you are not selecting the lineart layer
2) your Color Diff. is too high
3) or your "Target" is not set to "working layer"

I've checked everything. my color diff. is 3, I'm selecting the lineart layer and my target is set to working layer; and it still wont work.
