It came to pass in the Kanto region that Mew, a flighty and sweet Pokemon of pleasant temperament, become bored. Often, when a legendary becomes bored, it seeks out another legendary and cataclysmic battles or world-changing brainstorms ensue. Mew, however, was not a Pokemon of land-shaping desires, nor time-controlling means or needs. It simply wanted to make things different in a way.

Johto was not far away, so Mew decided to start its search for fun there. At first, nothing seemed any more interesting than the things over in Kanto, but then Mew came across a lake, inside which was a Gyarados with sad eyes. Mew floated down to the Gyarados and inquired as to its problem. The Gyarados explained that its desired mate had chosen another, because he was bigger and his fins curled in a strange, exotic way.

Mew's eyes then filled with mischief, and it darted in circles around the unhappy Pokemon. Slowly, the brilliant cerulean scales turned violet, then fuchsia, then finally a bright shade of crimson! At first, the Gyarados was hesitant and nervous, but upon finding itself the envy and wonderment of all the lake's inhabitants, become overjoyed.

Seeing how happy this Gyarados had become, Mew set about making other Pokemon new colors. It chose one of each kind found in Johto, changing their colors and giving their bodies a subtle, sparkling shine. It also gave these Pokemon the ability to pass on these colors, but only rarely. Mew even gifted other legendaries with these odd colors, glad to spread the joy among its own. These Pokemon, after enjoying their new colors in each others company, set out to live the remainder of their lives in joy and contentment, sought out by many trainers and loved by all.

And so Mew created shiny Pokemon there first, which is why they were unseen before Johto!
