I'll play devil's advocate here. In the anime, Seiya didn't know Mamoru was dead and thought he had cruelly abandoned her. In the manga, she never tried to take his place and was more of a comforter to Usagi in a difficult time. She can't help it if she fell in love with someone who didn't feel the same way.
I say this as someone who passionately hates every trite fanfic that pretends Usagi actually reciprocated Seiya's feelings and turns Mamoru into an abusive misogynist jerk so the two of them can run off together (generally ignoring Chibiusa and the myriad futures being destroyed in the process.)

I can't say much for Manga version of Seiya since I have not had a chance to read it that far. but the Anime version still just gives me the creeps, maybe if I watched Stars before I saw all of the fanart about Seiya being with Usagi that would have changed my mindset about her. First off when Diamondo went after Usagi he was evil, when Al went after Usagi he was under and evil influence, so I just might have had that slant on Seiya's character. but in the end I still do not like Seiya as a character as a whole.

Ah... well, I read the manga Stars first so maybe I'm slanted the other way. Guess we'll just have to disagree about Seiya as a character.
It is kind of funny though, seems like almost everyone who falls in love with Usagi or Mamoru turns out to be a bad guy. Beryl, Ail, Diamond, Black Lady, anime!Fish Eye, manga!Nehellennia, even Galaxia a little bit... what does it say about them if those are the kinds of people they attract?

Also don't forget that Haruka hits on Usagi as well, does she also do that in the manga. I know she steals a kiss from Usagi but I'm not sure how far it goes.

Ah, yeah, that's true. In the manga nothing ever happens beyond that kiss. I think Haruka's just an incorrigible flirt.
And IIRC Umino liked Usagi and Rei liked Mamoru in the anime. Pluto's also in love with him in the musicals, though I think that subplot's mostly just in there so she and Beryl can sing a duet. So I guess they can occasionally attract normal (?) people.
They're doing better than poor Minako, at any rate...

I hear in PGSM it was practically canon, though I can't say for sure since I never saw past the first few Mercury episodes.
In the manga there was a bit of shiptease in Stars. Check out Act 52/Stars 3. (Going by the perfect edition... I don't know the tankoban chapter off the top of my head.)

Yes... poor Minako. but that just means that she is all alone for Rei to make nice and toasty warm. Wasn't it implied for them to be into each other in the manga and PGSM (live action)? I know there is a whole bunch of ReixMinako shippers and I do think the pair are adorable. I mean Soldier of Love and the Soldier of Passion it's a no brainer really.

Oh, and I almost forgot the special short, Rei and Minako's High School Battle. If you like those two you'd probably enjoy that one. I think it was included at the end of the S manga arc? But there's a lot of fun banter between them and a scene where Rei tries to kiss Minako. Sorta.
