THIS is what happens.Serrator is a cold blooded,unfeeling monster.When the experiments were completed,he slaughtered his creators.He broke out of their ship and went full genocide on the dinosaurs of his time.He saw other life forms as inferior and saw the only way for his kind to evlove,they needed to be upgraded.But his plans were halted by the astroid that eniolated the dinosaurs.He his in a cavern for the next millions of years.Then mankind tested a nuke near the cavern he was imprisoned.And now,if man and kajiu can't work as one....every species on earth is going to go extinct.
For his personality, I made him an intelligent,cold,lethal,strategic,pycopath.His intelligence is terrifying because he can operated technology.

For why he deserves to be in the roster, he would be a worthy opponent and an incredible game player.His combos are effective and easy to pull off.And the fact that his brain acts like a human, that just puts him beyond a good character.
BTW the reason why he's white is because the aliens removed the color pigments in his DNA.
