Oh yesh if a raptor is smart enough they should be able to learn how. <3
A raptor that can see the future, or at least influence it or see parts of it, would be a very interesting concept
I had a dragon that would spend every night atop a cliffside and would just staaaaare at the stars unflinching the entire night, then at morning would go to sleep. She can sometimes see the future, but it's not something she can decide when it will happen or what she will see. Astromancy she calls it. Maybe it would be something like that? I don't think a raptor would use a crystal ball or any of the fancystuffs hoomanz use, they'd rely more on nature to get their visions probably?

Scrying? The clearer the liquid, the easier it would be to get a vision of what you're looking at. To my knowledge usually it has to be any sort of reflective liquid - the clearer the better. It can be anything from stream water to spit XD (If there's enough of it anyway.)
