Baldwin P Vess (aka Bulletproof Vess...get it?) from one of my favorite cartoon shows and toyline C.O.P.S. The Central Orginization of Police Specialists were made up of cyborg cops protecting the streets from cyborg criminals. Anyone else see some inspiration here? I'm not sure if I'll put backgrounds in, but I plan on drawing the full line.

Although C.O.P.S. was kid friendly, the figures were pretty articulated, fired actual caps from their weapons and vehicles (doubt we'll see toys like THAT anymore), and the best thing is that all their file cards were drawn by Bart Sears and written by Larry Hama! You fanboys will know who I'm talkin' about!
