Description A renewed interest in conservation began in 1921, and thanks to the efforts of Louis "Curly" Radke and the Izaak Walton League of America, the Horicon Marsh Wildlife Refuge Bill was passed by state legislature in 1927. This provided funds for yet another dam, which would restore water levels to the original marsh level. Fundraisers like "Duck Liberation Day", which invited people to "plant" a duck at the marsh, brought local and national attention. Legend has it that radio comedian Joe Penner's famous "wanna buy a duck" sketch was in support of this effort- I couldn't find any verification of that, though.
