Somewhat. In SAI, you can use the vector layer but I'm not that fond of it all of the time, since it looks mechanical. I'm not sure about GIMP, I know that it has a pen tool somewhere but I don't think it can create fills like Photoshop.

Awesomeness! This will definately improve my sonic coloring style! ^w^ I use GIMP but I have a great mastery with it and can duplicate the instructions with some tinkering. Question do you have a "how to make a good SA Sonic Adventure Original character" I can look at?

It doesn't really matter which version you use. As along as you have all of the main features and your computer can run it of course... normal Windows 7 can't run the CS2 version, so I'm glad I've got Vista. ^^

I have a wacom tablet but I didn't use it for this. Since this is mainly cell shading, rather than airbrushing or painting.
