Yes and no...Bruce Timm...whose style that panel pays tribute to...illustrated "Jolly Old St. Nicholas",a comic-book story in which Bat-villain Clayface attempts to rob a department store during the holiday season.Barbara Gordon,who just happens to be shopping there,quickly ducks into a changing room and switches to Batgirl.
Timm did a black-and-white page with an alternate take where Barbara,rather than looking for a place to change,just strips down right smack-dab in the middle of the fleeing crowd,who for some odd reason fail to notice her and what she's doing. This made it into one of Timm's books,and can be seen on the 'net. The panel you asked about is a full-color version of one of the panels.

Other possible origins:

1.) Norrin Bruce of the planet Waynne-La offers to become the herald of the world-destroyer Ra's Alactus in exchange for sparing his home. He is endowed with the Power Cosmic and he became the Batman!

2.) Bruce Wayne is a mutant with incredibly-fast healing. Scientists working for Weapon B kidnapped him for their experiments because they knew he would survive them. Thus he became the unwilling weapon for the government known as The Batman!

3.) Bruce Wayne was a scientist working on a Boron Accelerated Transmission (BAT) Bomb. He saved a teenager named Dick Grayson from the blast radius but was exposed to the chemical explosion. Instead of dying, he became mutated. Whenever he becomes moody, Bruce Wayne transforms into a feared man-monster called The Batman!
