Cod

A former scientist who used to work for Hector Con Carne back in his prime, in series of secret government experiments. However, Cod turned on Hector after being used as a guinea pig for a genetics serum created from fish pheromones, transforming him into a half human half fish creature. Angered by his mutation, Cod trashed the lab and attacked Hector which then resulted in a devastating explosion that critically injured Hector's body. Cod ever since had been spying on Hector, swearing that he will pay for what he did to him.
