You can't use HEX color codes unless it's a journal skin/featured deviation with a skin.

What are the cypher color codes, exactly, I'm curious if its possible to find/make more? Or is this the full list?

Pretty much what he's done is sourced the codes from the DeviantART website.
So if you type view-source:deviantart.com/ and go into the css folder, it
has a whole bunch of codes used from the website
so he didn't "make" them - this is most of the list, though sometimes new grey colors
or different blues will pop up ( i found a different red one once :'D )
there's not really anymore to find and no way to create them, sorry about that! ;w;

You can give them any of the colors above;
The only way to change the background colors is by image backgrounds I'm pretty sure :L

Start with < a href="LINK">TEXT< /a>
Copy/paste your desired color code in where TEXT is, then put your text in there. It should be that color! Remember to remove the spaces from the code for it to work! : )
