when you withdraw using a check what does it mean when it says pending?
is it until the check is delivered?

Hi I was just wondering if after it clears after 14 days it lets you withdraw? I hope that's what it means. Also your paypal email and deviantart email don't have to be the same do they to be able to withdraw the money?

Yes. Withdraw means to take money from the account into another (dA to your bank account)

It means dA is holding on to the money in 14 days before they become available to you, in order to prevent an artist for scamming people. It gives a commissioner time to contact dA if there are any problems and helps them being able to get a refund, so that an artist won't be able to fool people and then spend all the money before dA is even contacted. After those 14 days passes the points becomes available to you to do whatever you want with, put them on your paypal or whatever. There's no time limit for that.
