Well... it pretty much does with the HSL and Wheel tabs on the Fill and Stroke palette, right? And the color picker is a separate tool, but it exists. It certainly wouldn't hurt if it was all together like that though.

I'm thinking of this as a standalone app along the lines of kcolorchooser, gcolor2, etc. Just a little more streamlined and without the features I don't use

Oh! Sorry... You meant you created it in Inkscape, not that you wish Inkscape had it. Ok, I'm cleared up now.

Yes, those little color apps are quite useful. I like Agave myself ( [link] ) as it also gives you all the complements and triads and such.
