And drinking some tea.There was an extreme lack of tea in the whole series, so why not just give it to the evil guys this time?
I assume that Amon and the Lieutenant kinda trusted each other... at least at a certain point, so... most likely he saw his face, but with the paintings. Don't ask me how someone can be stupid enough to confuse make up with actual burnings... I just have no clue... but that's not the point... this was just about tea.

my theory about the fake scars is that he used bloodbending to superficially give himself those scars (cause no way just paint can give you the twisted lip he had) and the combination of korra hitting his face with airbending and his having to waterbend up to not drown fixed up his face)

Well the lip is the thing that gets me too. You can definitely see paint floating away from his face when he nearly drowns, maybe it was a mix of both things. Or it was dried blood he bended on his face... still doesn't explain how he twisted his lip to oddly.

It's amazing what Make up FX can do to a person's face to make it believable. Even in that period. Look what Lon Chaney accomplished. So I don't think stupidity, I just think Amon was a crafty man.

Mh... never saw it that way. I just thought he painted it on his face but if he used extremely professional stuff it's hard to tell the difference I guess.
