Soon after the Third World War and invention of the Hyperdrive, top political powers decided to hold a tournament among their military elites. Winner nation takes Earth and Sol system for itself, loosers depart to fresh new worlds. It was the only way to prevent Fourth World War and extinction of humanity.
So, Russian Empire won the tournament and received Earth with it's cultural heritage and depleted resources. For now (3053 ad), except for two cities (Berlin and Kyoto, diplomatic settlements of Russia's allies) and one territory (Israel State) all the Earth belongs to Russian Empire.
