He had a more evil look when he had those perfect thick black eyebrows, but now Lucasfilm removed them and he is just a Humpty Dumpty

Me too, but there are CD-rips (700 Mb) and DVD-rips (1300 Mb) and BD-rips (or HDTV) - 4700 Mb.
Picture in the 700 Mb version (CD-rip) is 600x256 pixels, and in HDTV it's 1280x720. Hope I finally explained it.

Yeah it was in the old 2d Clone Wars series. The "cat people" (though their women look to me like mice, and men like wolves) are Nelvaanians. It was the snowy Nelvaan planet where Anakin walked into a cave and saw a vision of his transformation to Darth Vader.
