There are nice things going on here... but I feel like it's too cluttered for one post. I recommend showing a few of the windows in different posts, although if this is your style I won't judge.

I REALLY dig this. The sizing is a bit off, but I really like it.

The taskbar is TOOO BIG!!! Why would someone need a big taskbar and a really small text in the notifications... The Universal Apps in the background look nice

Thanks a lot. An early version because I had plans to develop the concept of a new view on the start menu, control panel and ModernUI and refine the current elements, but I missed some motivation.
