This is just more Picard showing he's a diplomat at heart. He's probably telling himself 'A previous Enterprise captain no doubt would have jumped in and taken sides here, but nowadays that kind of behavior often causes serious problems that may take years or even decades to fix. No Kirk, phasers do not solve all of one's problems, especially this age. If you want to aid somebody, you find other means first and save fighting their wars for them as the last resort when you've got nothing left.'

Picard is braver then you think.Its just that Picard is smarter than Kirk ^^.wonderful work as always.

Indeed about him being braver than many would think. Remember the episode 'Where Silence Has Lease'? Picard came within seconds of self-destructing the Enterprise-D and sacrificing his entire crew just to keep Nagilum from using them as lab rats and killing them in other ways. Picard had balls of brass just like Kirk did, it's just that already being a veteran captain he'd learned how to solve problems and learned diplomatic skills on his own such that most of the time weapons did not need to be powered up.

Didn't need the text to recognize the scene! And as for Picard being a wimp, let me quote Janeway on the topic of Kirk & Co.:
"...they were a little slower to invoke the Prime Directive and a little quicker to pull their phasers. Of course the whole bunch of them would be booted out of Starfleet today..." (Janeway to Kim in "Flashback", 3x02).
Picard even told Spock in "Unification" that "this kind of cowboy diplomacy cannot be so freely tolerated anymore all the time".

Lol. I love how the BoP is just ignoring the fact that there's a Galaxy - class cruiser right there, and Picard is like, 'not my problem'. Great scene!

Picard left the scene so the Federation would not be involved in the Klingon civil war. But he WAS a wimp. Kirk would have at least fired some torps just for the taste
