You could've kept the horns and whiskers, but overall the new versions more...believable.

As I can see - new artworks are superior in techique. I appreciate how much you improve with lines, shadows, and even poses in those eight years.
The most cool thing about new version is, IMHO, bigger snake head on the tail. The eye and the mouth are great!
And I also like little spikes on ears.
But (I'm really sorry to say that) I think old design was way better.
This is one and only (by far) revamp, in wich I prefer old version much more than new one.
I don't want to offend you with my criticism, I only want to express my opinion.
I LOVE the old Draconeon! And the new one is "just good", nothing outstanding.
Old horns were complex, new horns are too simple and a little bit boring.
Old wings were stylish, new wings are cartoonish.
The same goes with old scales and new... fur? (I don't know, it doesn't look as scales to me)
New eyes are a little bit creepy (probably because of the pupil), while old eyes are cute (as any other eeveelution's eyes)
And, most important, I will miss the moustache!

Thanks for the feedback! I like the new one because of the simplicity. I found that as Pokemon art evolves, it becomes cleaner and the attributes (wings + scales, body additions) should become less accessorized. That's why I exaggerated the snake head and I reduced the scales significantly. Becomes more official. I saw an interview with Sugimori and he consistently mentioned that one of the biggest problems with the pokemon development team's entries were that the designs were too "cool" or "complex", and needed to be simple and a bit more cartoony to tailor the needs of the children playing the games and watching the shows
