Well, she is an enabler. Have we a single other student? Sure, Sunset was a former student, but does she only take one at a time or does she neglect her other pupils?

In a way I can understand Celestia's frustration. Go to all that trouble to educate a pony that could actually stop Luna without having to banish her again, and the day before she's supposed to do happen she figures out what's about to happen but not what she's supposed to do about it.
I'm not sure why Celestia goes for a strong hint rather than just outright saying 'I know! What do you think I needed to take an apprentice on for?" But maybe she's just too polite.

If Celestia said that, I think I'd feel a bit used? Somehow? Like, Celestia's practically raised Twi since she was a kid, and to find out she did so just so she could use you as a tool later, idk.
I have to admit, thing's would get done a lot faster if she just outright said it though XD

Personally I think if Celestia told her everything up front, Twilight would have failed horrible. All her attempts to make friends would have ended in disaster and she'd be unable to use the elements against Nightmare Moon.

Well, there you are then. Perhaps Twilight wouldn't be as effective a tool if she didn't discover her purpose on her own. But there's no denying that Celestia doesn't use her on every occasion that allows it.
