Personal headcanon: All ponies has a certain amount of natural magic in them. Unicorns have a focal point in their horns which allows them actively use said magic, but pegasi and earth ponies only have passive magic they can't control (Faust said herself pegasi and earth ponies have passive magic). However, nowhere is it said that a pegasus or earth pony couldn't learn to use magic like a unicorn.

Fan-tas-tic! i really like it, good job! i like the red glow reflecting onto the water, looks very cool. to make the sky and northern lights less dark i'd use the Dodge tool (if you're using photoshop).
all in all a great artwork ^.^
