The design looks great, and the scene is adorable. Since Earth ponies do have some innate magic, there's no real way of knowing what he's doing is truly pointless or not. I like the idea of a character who keeps on trying, even if it seems impossible.
It is indeed cute that he tries hard enough to sweat, and the little glow around the ball is a good sign (it's coming off the ground, isn't it?). Heck, maybe he's really doing zebra-style magic and he doesn't know it yet. Just one question comes to mind watching this.
Why is he doing this?
Don't get me wrong, I like the picture, and the idea behind it looks interesting. But an interesting character like that raises questions. Why is he trying to do magic?

He loves competition. Sports, games, dares, etc. Winning, losing, he loves it. But being an Earth pony means he can't go against pegasi with their flying or unicorns with their magic. Unicorns especially get to him since he kinda views them as snobs (they're the elite class sort of xD), so he began to try and learn magic to prove he's just as good or better than they are.
