This is a fun artwork mixing the worlds of 'Peppa Pig' and 'Phineas and Ferb'. If you don't get why Miss Rabbit would be an Agent, in the show she has almost every job from driving buses and trains to an ice-cream shop in the middle of nowhere. I suspect the queen (played by Helen Mirren) is giving missions to serve ice-cream on those days and fancy spy equipment is how she gets there all the time.

I should note for fans of Peppa but not Ferb that 'Phineas and Ferb' is a show which combines repetition, combination and self subversion into it's very fabric. It makes fun of itself as much as anything else.
