I like photoshop for pixel art since it has a grid over the pixels when you zoom in, but almost any art program will work, even ms paint.

Okay, so I have a question.

I zoom in extremely close and place them one click at a time uvu
Photoshop is good for pixel art (I'm p sure even elements or an old version would work for this, meaning you could probably get it for free?) since it has a grid overlayed on the pixels if you zoom in close enough, making it much easier to count things out.

also, the tidbit on dithering is very nice! I've never had any experience with it myself, but it'll definitely come in handy when I try my hand at it again
