I know it's kindof huge but, ya here's a tutorial on making icons or stuff blink :3
I hope this helps all of you who are desperate to create blinking animations XD

You can use the color picker tool, (it looks like a syringe) and then click on the color you want from your image. Or you can double click on the boxes and it should let you choose the color you want.

You do a file > save as
and put whatever name you want with .gif at the end so gimp knows you want it to be a gif file.
Then it'll ask you what kind of gif you want to save it as, just select "Save as animation" and click "export"
The next window that pops up just click "Save" and you'll be all done :3

They have stamp templates you can use on deviant art
And photoshop files can be opened in gimp
